The United Kingdom and France Will Dispatch Troops to the Country should a Peace Deal is Finalized

Placeholder Diplomatic Meeting

The UK and France have signed a declaration of intent concerning the stationing of armed personnel in Ukraine in the event a peace agreement be struck with Russia, the UK Prime Minister, Keir Starmer, has stated.

Subsequent to talks with Kyiv's partners in the French capital, he indicated that the UK and France would "establish defense centers throughout Ukraine and build protected structures for military hardware and equipment" to prevent any subsequent incursion.

The allied nations also put forward that the US would play the primary role in overseeing a ceasefire.

Russia has repeatedly stated that any external forces in Ukraine would be considered a "acceptable aim", but has so far not commented on this recent declaration.

Background and Continuing Hostilities

Russian President Vladimir Putin began a full-scale invasion of Ukraine in the start of last year, and Russia at this time holds approximately 20% of Ukrainian territory.

"This is a vital part of our pledge to support Ukraine for the duration," remarked Starmer.

Top officials and senior officials from the "Coalition of the Willing" were involved in the Paris negotiations.

Addressing reporters at a shared media briefing, Starmer added: "It establishes the framework for the legal framework under which allied and coalition forces could work on Ukrainian soil, securing Ukraine's air and maritime domains, and restoring Ukraine's military for the years ahead."

The British leader went on to say that Britain would participate in any American-headed monitoring of a possible cessation of hostilities.

Security Guarantees and Diplomatic Positions

Lead American diplomat Steve Witkoff remarked that "lasting defense assurances and robust reconstruction vows are essential to a permanent resolution" in Ukraine – mentioning a central demand made by Ukraine.

Witkoff indicated the allies had "mostly completed" their work on agreeing such guarantees "so that the people of Ukraine know that when this conflict ends, it ends forever."

The former US envoy, ex-President Donald Trump's representative, also took part in the discussions.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's supporters had made "major headway" at the talks.

He added that "strong" defense assurances for Kyiv had been reached in the case of a prospective ceasefire.

President Volodymyr Zelensky commented that a "huge development" had been made in the talks, but cautioned that he would only view efforts to be "enough" if they led to the conclusion of the fighting.

Recently, the Ukrainian leader indicated a peace agreement was "mostly finalized". Settling the remaining 10% would "shape the future of the agreement, the destiny of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the center of unresolved issues for the parties involved.
  • Moscow has repeatedly warned that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas region or Russia will take control, rejecting any compromise over how to finish the war.
  • Zelensky has to date rejected giving up any territory, but has floated the idea that Ukraine could pull back its troops to an mutually accepted point – but only if Russia does the same.

Moscow presently controls about 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk. The pair of oblasts form the industrial region of Donbas.

The original US-led comprehensive peace plan that was widely leaked to the media last year was perceived by Kyiv and its European allies as being disproportionately favorable in Russia's direction.

This sparked weeks of focused diplomacy – with the involved parties trying to amend the document.

Recently, The Ukrainian government sent the US an revised 20-point plan – as well as distinct documents describing possible security guarantees and plans for Ukraine's rebuilding, he stated.
