Starmer's Allies Initiate 'Stop Andy Burnham' Campaign to Prevent Mayor's Parliamentary Re-entry

Close associates of Labour leader Keir Starmer have allegedly kicked off a concerted initiative to stop Andy Burnham, the Labour Greater Manchester Mayor, from making a comeback to the House of Commons. This action comes after the resignation of a Manchester-area MP, which has sparked an impending byelection.

Major Barriers in the Selection Procedure

A number of figures on the Labour Party's powerful NEC have apparently suggested it would be highly challenging for Mr. Burnham to successfully pass through the selection process. This is largely due to the significant number of Starmer loyalists on the body who are keen to avert any future leadership challenge.

The party apparatus is said to have mobilised following the announcement of the MP's planned resignation, with party figures and MPs voicing warnings about the substantial financial cost and electoral danger of a subsequent election for mayor in Greater Manchester.

Burnham's Ambitions and Party Concerns

Andy Burnham has made no secret of his national ambitions. Previously, he caused anger within No 10 and among senior ministers when he stated that many MPs had urged him to stand for the Labour leadership.

There has long been speculation that he is seeking a return to parliament to potentially stand for the Labour leadership should a challenge to Sir Keir emerge. However, allies of the Mayor have cautioned against overstating the level of any planning, stating he is passionate about his current role and would solely return Westminster if he felt he had a meaningful contribution to make.

"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," a supporter stated.

Current Climate and Poll Ratings

Amid opinion polls indicating Sir Keir is struggling in the polls and many MPs despondent about Labour's fate at the next election, Andy Burnham is seen as the sole senior Labour personality with consistently positive public approval ratings.

Should Mr. Burnham choose to stand, multiple obstacles remain. He would need to be selected by the NEC—where the chances are not in his favour—and then win the byelection against competition from Reform UK and pro-Gaza independents, all prior to any potential bid for the leadership.

Efforts to Block Burnham

Senior Labour sources have indicated that a "Block Burnham" campaign is already under way, with the party machinery being tightly controlled by key allies of the Prime Minister.

The Prime Minister himself commented that the by-election procedure was in its "early stages" and urged his MPs to cease discussion of possible contests for the leadership.

Andy Burnham, speaking before the MP's resignation was confirmed, said to journalists: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."

Financial and Political Dangers

Figures on the committee have allegedly pointed to not only personal opposition towards Mr. Burnham but also the significant expense of a mayoral byelection in Greater Manchester. This could divert an estimated £500,000 in party funding from other key electoral battles across the country.

"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," an insider claimed.

A number of insiders also expressed concerns about Reform UK potentially win the mayoralty left by Mr. Burnham, which would represent a major symbolic victory for them.

Union Influence and Democratic Concerns

Being an elected mayor, Mr. Burnham would require the NEC's permission to stand. It is also possible the committee could impose an all-female shortlist to block his nomination.

However, a supporter warned against presuming the NEC would automatically block his candidacy, even though Sir Keir's team is largely believed to dominate it.

The unions occupy a significant number of seats on the NEC. While the largest unions are currently keeping their counsel, sources suggested they would be opposed to anything perceived as interference from Downing Street.

The leader of the Fire Brigades Union said: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."

Electoral Challenges

The constituency in question has a considerable Labour lead. However, Reform UK is expected to mount a significant challenge, building on support in one part of the constituency. Labour believes it is on firmer ground in the larger Greater Manchester section, though it could face a challenge from independent candidates.

Should Mr. Burnham return to parliament, he would need the backing of 80 Labour MPs to mount a leadership challenge, a hurdle that is far from certain given he is viewed with scepticism by some on the parliamentary party.

The resigning MP confirmed he was stepping down due to declining mental health, which had made it untenable for him to carry on in his role. He is also subject to a parliamentary standards investigation concerning his membership in an offensive online group.
